Case study: the murder-one competition at a time: the case of Robert Ben Rhoades
The case of Robert Ben Rhoades serves as an excellent example of the type and nature case where services will bring VICAP critical care and support. Rhoades is considered one of the most dangerous sex offenders and notorious mass murderers and the States USA. Some investigators believe he is responsible for at least 50, but possibly hundreds of deaths. However, it has only been convicted of a murder, which is serving a life sentence.
Rhoades was a truck driver long professional career, and his case dramatically demonstrates the sophistication of a criminal offender may challenge the law actually taking advantage of the fragmentation enforcement activities, isolated and independent of data resources, and inconsistent approaches research.
On April 1, 1990, the police officer Mike Miller, an Arizona highway patrolman observed a semi-tractor-trailer parked on the side of I-10. As Miller approached the vehicle to offer assistance, looked inside the 18-wheeler and noted a jump, nude, white women in the cabin the cabin. A little about horses and the brake guy was at the mouth of the terrified victim, who was chained inside the truck. Also in the cabin was Robert Ben Rhoades, that, when struck by the progress of the police, immediately left the truck and tried to convince Miller that nothing happened. Rhoades said the event was discovered were agreed and a private matter.
While Miller tried to sort through the situation, Rhoades placed under arrest, when he discovered Rhoades was in possession of a loaded .25 caliber automatic pistol (Brandel, 1966). Rhoades was placed in the police vehicle and secured with a seatbelt. By the time Miller had been found on the victim and returned to the car selection, Rhoades had won the seat belt and slipping out of handcuffs before him. Rhoades asked if Miller had a key to wives, which Rhoades yes. Miller took the key Rhoades cuffed back to back and through his belt, and stayed with him until security officers arrived on the scene to assist.
After the terrified victim (identified later as Lisa Pennal) was released, she told her story of abduction and torture. He stated that he had accepted a ride with Rhoades at a cafe in Buckeye, Arizona. Pennal While it was difficult to interview and spoke in broken sentences, investigators learned of their transient lifestyle and current drug abuse. The researcher said that although she was dressed in a skirt and shirt, wearing on his feet shoes designed exclusively as a cartoon tiger.
The victim indicated that she had fallen asleep in the cabin, only to awaken as Rhoades was putting the handcuffs on his wrists and ankles. Rhoades noted that struck with a whip, which is attached a chain around his neck and down the spring-type clips to her nipples and vagina. The victim, who was hysterical at times, showed evidence of sustained physical and sexual abuse, corroborating the story of his charm. explanation Rhoades' began to crumble when researchers discovered large amounts of pornography and material bonded type of sexual assault in his truck. Rhoades has' not had the support of the keys.
During the further investigation, search warrants were executed in the cab of the truck and semi-tractor at the residence of Robert Ben Rhoades' in Houston, Texas. Results searches revealed a briefcase with whips, handcuffs, spring-type clips, dildo, various items of women's clothing, mixed paper, and several photographs a young white woman in different poses, both nude and partially clothed.
There were Polaroid photographs of several women inside "open roof" vehicles, apparently taken from inside the cab of the truck as women happened on the road. These photographs were seized from the apartment Rhoades 'Houston. There were also photographs of a particular victim (a girl) in the cabin of the driver's cab, outdoors and in an abandoned structure farm type. In this particular set of photographs, the victim was handcuffed, shackled, and posing with a dildo and had the type of spring clips attached to her nipples.
The boy in the photographs are not identified as far as the case of Robert Ben Rhoades referred. Then, on September 29, 1990, the decomposed body a young woman was found in an abandoned barn near Greenville, Illinois. The cause of death was determined to be ligature strangulation. The victim was identified more late as 14 years, Regina Walters. Walters was reported as a fugitive from Pasadena, Texas, about eight months before her remains were discovered. At the time of initial report missing persons, Walters had been in the company of a white man of 18 named Ricky Lee Jones. The two have been hitchhiked to New Mexico. Ricky Lee Jones has not been found in this paper.
Interestingly, researchers working on the case Rhoades and researchers working on the case in Texas and Illinois Walters were each working independently of each other. Finally, via teletype and national databases, they started working together.
Tragically, Robert Ben Rhoades remain an episode of "only" to the September 28, 1991, when he would be tied to the death of Regina Kay Walters. No photos of Ricky Lee Jones Rhoades collection, but there was a journal entry in a small notebook found in possession Rhoades at the time of his arrest that said: "Ricky is a Dead Man "(Evidence, 1990). Police also recovered several items of clothing that belonged to Walters in possession of Robert Ben Rhoades (1990).
Reflecting on the comment made that Rhoades had been "doing this for 15 years, the researchers looked more closely at its transportation records load. They found that the driver had traveled extensively murderer from the shores of the Pacific Ocean to the east coast of New Jersey. He specifically went to throughout Washington, Oregon, California, Arizona, Utah, New Mexico, Texas, Oklahoma, Missouri, Arkansas, Louisiana, Mississippi, Tennessee, Kentucky, Illinois, Indiana, Ohio, Pennsylvania, New Jersey, Virginia, Georgia, and Florida (Evidence, 1990).
Suddenly, the many missing persons, unidentified bodies, and unsolved homicides in each of these states have acquired a new meaning. Security forces began sharing information about similar incidents and victims more generously than at any time before the incident. Since the case broke Rhoades, there have been many missing persons and unsolved homicides that are attributable to Rhoades, but has only been prosecuted for the death of Regina Walters.
This episode "unique", while not forgotten, he joined the huge number case of Detective Susan Trammell, research receiving less attention as cool and make the passage of time. During this same time period, Rhoades continued traveling from state to state. As the series progressed Rhoades, information was discovered about another victim named Shana Holts, from January 1990 which came into contact with Rhoades in a truck stop in San Bernardino, California.
Holts Shana escaped Rhoades' torture and denounced the terrifying incident, reflecting events that Trooper Miller discovered. Holts Rhoades was so terrified that when she faced the prospect of identifying him after fleeing his vehicle and then having to testify against him, she refused to cooperate further and the case was dismissed.
Other similar situations were discovered over time. The security forces in many parts of the United States had criminal kidnapping and possible murder charges against Rhoades based on comparisons and travel routes. In each of these incidents, individual agencies initially believed that this was a unique event, which applied only to its jurisdiction. It was not until the last chapter of the saga Rhoades was written in which each agency realized that his "unique case" was the work of a sadistic serial rapist and a murderer.
The case has Rhoades helped law enforcement agencies in the United States to see, in graphic detail, the value of cooperation, communication, and coordinate their efforts in solving of difficult criminal cases. If better information sharing and coordination had occurred, could have drastically reduced the number of victims former prisoners of Robert Ben Rhoades (Cooper and King, 2001).
This case is reviewed in more detail in the Predators dramatic recent book: Who are and how to stop (Cooper, King, and HOCM, 2007). Also, is cited as a reference case methodology in the second edition of behavior analysis Penal II (Cooper and King, 2001). Another thorough review of the case is presented in the true crime novel Dam Road (Busch, 1996).

In March of 1991, the Illinois State Police received this letter from the mother of Regina Walters:
Sir mine:
In September 1990, police in Illinois found the remains of Regina Kay Walters. Disappeared February 3, 1990, in Pasadena, Texas. He was only fourteen years of age at the time, and my only daughter. At this time the police have not been brought to justice the person who did this to my son. Despite not living in Illinois, this case still needs to remain open. Not the death of the child should be given up. It could happen again.
At that time, police Illinois asked us to keep this out of the media. We have done that and more. Just because you have not heard of us does not mean that I do not care. We trying to give him time to find the murderer of Regina. Please do not give up. What if it was one of his sons? I could not rest, knowing there is someone out there who had someone he loved, and do not ever think that I did not want to Regina, because she was much loved. So please be sure to find the killer of Regina Kay Walters.
